AI Gateway Implementation Plan
All images are for reference only. Screens use synthetic Estora development data and do not describe real service availability.
On this page
For agentic workers: REQUIRED SUB-SKILL: Use superpowers:subagent-driven-development (recommended) or superpowers:executing-plans to implement this plan task-by-task. Steps use checkbox (
- [ ]) syntax for tracking.
Goal: One provider-agnostic module (lib/ai) that every AI feature calls, with a platform-level provider config, a per-organization opt-in, a monthly token cap, a usage log, prompt redaction and an untrusted-data wrapper.
Architecture: Pure functions build and parse the two supported wire formats (Anthropic Messages, OpenAI-compatible chat completions). A factory createGateway(deps) holds the policy (configured? org opted in? under budget? timeout, error hygiene, usage record) with every external effect injected, so it is unit-tested without a database or network. lib/ai/index.ts wires the real database, decryptSecret and guardedFetch. The platform configuration page gets a provider card; the organization settings page gets an opt-in switch.
Tech Stack: Next.js server actions, Kysely/Postgres, zod 4, Vitest. No new dependencies.
Spec: AI-FEATURE-IDEAS.txt (F1 AI gateway, F2 guardrails). Build order and shared decisions: docs/superpowers/plans/2026-10-08-ai-00-overview.md.
Global Constraints
- No vendor SDK; plain HTTP via
lib/guarded-fetch.ts(it blocks private addresses unlessallowPrivate). - Provider API key is stored only as
encryptSecret()ciphertext and is write-only in the UI (browser learns only "stored"). - AI is off until BOTH a platform provider is saved AND the organization Admin opts in.
- Provider error bodies are never surfaced or logged (they can echo the prompt or credentials); only HTTP status.
- Request timeout 30 seconds. Default completion cap 600 tokens, set per call.
- New migration number is
016; migration files are checksummed, never edit a committed one. - Tests import with relative paths (
../lib/ai/...) liketests/csv.test.ts.
Review Focus
- Provider down, slow, or returning garbage: callers must get a typed error, not a hang or a leaked body (Task 4 tests).
- Stored API key silently sent to a new endpoint when an admin edits only the base URL: must require re-entering the key (Task 2
canReuseStoredKeytest, Task 6). - Secrets, internal IPs, hostnames and emails reaching a prompt (Task 3 tests).
- Cost runaway: monthly cap enforced before any network call; timeout enforced (Task 4 tests).
- Organization isolation: an organization that has not opted in never triggers an outbound call (Task 4 test).
- OpenAI's newest models may reject
max_tokensand requiremax_completion_tokens. The plan sendsmax_tokensbecause Ollama, vLLM and LiteLLM accept it. Verify against the real endpoint at Task 6 Step 7; if it is rejected, change the one field inbuildRequestand its test.

CREATE INDEX ai_usage_org_created_idx ON ai_usage (org_id, created_at DESC);
- Step 2: Update
lib/postgres/schema.ts
Add near the other exported unions (for example above PlatformConfigurationTable):
export type AiProviderId = "anthropic" | "openai_compatible";
Add to PlatformConfigurationTable (after destinationConnectionsCiphertext):
aiProvider: AiProviderId | null;
aiBaseUrl: string | null;
aiModel: string | null;
/** Encrypted with encryptSecret(); write-only in the UI. */
aiApiKeyCiphertext: string | null;
aiAllowPrivateEndpoint: Generated<boolean>;
aiMonthlyTokenCap: number | null;
Add to OrganizationTable (after statusChangedBy):
aiEnabled: Generated<boolean>;
Add a new table type after MonitorCheckTable:
export interface AiUsageTable {
id: Generated<string>;
orgId: string;
feature: string;
model: string;
inputTokens: Generated<number>;
outputTokens: Generated<number>;
latencyMs: number;
status: "ok" | "error";
createdAt: GeneratedTimestamp;
}
Register it in the Database interface next to rateLimits: RateLimitTable;:
aiUsage: AiUsageTable;
- Step 3: Bump the migration constant
In lib/migrations.ts change line 35 to:
export const LATEST_MIGRATION_ID = "016_ai_gateway.sql";
- Step 4: Typecheck and run existing tests
Run: npx tsc --noEmit && npx vitest run tests/migrations.test.ts
Expected: no type errors; migration tests pass (they use their own fake manifest).
- Step 5: Apply to the development database and check
Run: npm run db:migrate
Expected: output lists 016_ai_gateway.sql as applied. Then run psql "$DATABASE_URL" -c "\d ai_usage" (or any SQL client) and confirm the table and index exist.
- Step 6: Commit
git add db/migrations/016_ai_gateway.sql lib/postgres/schema.ts lib/migrations.ts
git commit -m "feat: schema for optional AI assistance (provider config, org opt-in, usage log)"

- Step 3: Mount the card on the configuration page
In app/platform/(protected)/configuration/page.tsx add the import:
import { AiProviderCard } from "@/components/platform/AiProviderCard";
and render it after <DeliveryProvidersCard ... />:
<AiProviderCard
canManage={canManage}
settings={{

model: stored?.aiModel ?? null,
keyStored: Boolean(stored?.aiApiKeyCiphertext),

}}
/>
- Step 4: Typecheck and lint
Run: npx tsc --noEmit && npx eslint "app/platform/(protected)/configuration" components/platform/AiProviderCard.tsx --max-warnings=0
Expected: no errors. If IconTile's props differ from icon={Sparkles}, copy the exact usage from components/platform/DeliveryProvidersCard.tsx (it renders IconTile for each provider section).
- Step 5: Run the full unit suite
Run: npm test
Expected: all pass (existing 255 plus the new AI tests).
- Step 6: Commit
git add "app/platform/(protected)/configuration" components/platform/AiProviderCard.tsx
git commit -m "feat: platform admin card to configure, test and remove the AI provider"
- Step 7: Manual check against a real endpoint (required before Plan 2)
Run npm run dev:all, sign in as a platform admin (login-credentials.txt), open Platform > Configuration.
- With a real Anthropic key: choose Anthropic, enter a model, paste the key, click Test connection. Expected: "Connected to
. Nothing was saved." Then Verify and save; reload; the key field shows "Stored" and the badge says Configured. - Change only the Base URL and click save with the key blank. Expected: error "Re-enter the API key when changing the provider or base URL".
- With a local Ollama (
ollama serve,ollama pull llama3.1): provider OpenAI-compatible, base URLhttp://localhost:11434/v1, modelllama3.1. Without "Allow a private network endpoint" the test must fail with a private-address message; with it ticked it must succeed. - If an OpenAI endpoint rejects
max_tokens, apply the one-field change noted in Review Focus 6 and updatetests/ai-providers.test.ts. - Confirm the platform audit log has an
AI_PROVIDER_UPDATEDentry that contains no key.
Task 7: Organization opt-in switch
Files:
- Modify:
app/admin/(protected)/settings/actions.ts(addupdateOrgAiSettings) - Modify:
components/platform/OrganizationSettingsSection.tsx(add a card)
Interfaces:
Consumes:
loadAiConfigfromlib/ai;requireCapability,writeActiveTenantAudit(already imported in settings/actions.ts);org.aiEnabledfromrequireSession().Produces:
updateOrgAiSettings(formData: FormData): Promise<void>.Step 1: Add the action
Append to app/admin/(protected)/settings/actions.ts:
export async function updateOrgAiSettings(formData: FormData) {
const session = await requireCapability("organization.manage");
if (session.role !== "ADMIN") throw new Error("Only an organization Admin can change AI assistance");
const enabled = formData.get("aiEnabled") === "on";
await writeActiveTenantAudit(session.orgId, {
actor: session.email,
action: enabled ? "AI_ASSISTANCE_ENABLED" : "AI_ASSISTANCE_DISABLED",
target: session.orgId,
}, async (transaction) => {
await transaction.updateTable("organizations")
.set({ aiEnabled: enabled, updatedAt: new Date() })
.where("id", "=", session.orgId).execute();
});
revalidatePath("/organization/platform/orgs");
}
- Step 2: Add the card (only when the installation has a provider)
In components/platform/OrganizationSettingsSection.tsx:
- Add imports:
import { loadAiConfig } from "@/lib/ai";,import { CheckRow } from "@/components/admin/operate-ui";,import { Sparkles } from "lucide-react";(merge with the existing lucide import) and addupdateOrgAiSettingsto the existing import from@/app/admin/(protected)/settings/actions. - Add
loadAiConfig()to the existingPromise.alland destructure it asaiConfig. - Insert, as a new grid child after the "Data retention"
Card:
{aiConfig && (
<Card>
<CardHeader>
<CardTitle>AI assistance</CardTitle>
<CardDescription>
Draft incident updates and explain monitor failures with the model your platform administrator configured
({aiConfig.model}). Text you choose to draft from, such as incident notes and component names, is sent to that provider
with secrets and addresses removed. AI only drafts; you review and publish.
</CardDescription>
</CardHeader>
<PlatformActionForm successMessage="AI assistance setting saved" action={updateOrgAiSettings}>
<CardContent className="space-y-4">

<div className="flex justify-end border-t border-line pt-4">
<Button type="submit">Save</Button>
</div>
</CardContent>
</PlatformActionForm>
</Card>
)}
(Sparkles is only needed if you decide to add an IconTile; omit the import otherwise so lint stays clean.)
- Step 3: Typecheck, lint, test
Run: npx tsc --noEmit && npx eslint components/platform/OrganizationSettingsSection.tsx "app/admin/(protected)/settings" --max-warnings=0 && npm test
Expected: all pass. If org.aiEnabled is missing on the requireSession() org type, confirm requireSession selects the organization with selectAll(); the new column then appears automatically.
- Step 4: Manual check
With the Task 6 provider saved, open Platform > Organizations > organization settings. Expected: an "AI assistance" card. Toggle on and save; the tenant audit log gets AI_ASSISTANCE_ENABLED. With the provider removed, the card disappears.
- Step 5: Final verification and commit
Run: npm run verify
Expected: lint (zero warnings), typecheck, tests, and build all succeed.
git add "app/admin/(protected)/settings/actions.ts" components/platform/OrganizationSettingsSection.tsx
git commit -m "feat: organization Admins opt in to AI assistance"
Self-review notes
- Spec coverage: F1 provider-agnostic, BYO local model (Tasks 2, 5, 6), per-org on/off (7), budgets (4), kill switch (remove provider, 6), usage log (1, 5), encrypted key (6), SSRF-safe transport with private-endpoint opt-in (5, 6), tests with a fake provider (4). F2 redaction (3), untrusted wrapper (3), draft-first rule (enforced by features in Plans 2-3, none publish), audit of config changes (6, 7). Not built, by design: per-organization keys, JSON-schema enforcement helper (no feature needs it yet), per-feature switches (add when a second feature needs independent control).
- Types are consistent across tasks:
StoredAiConfig,UsageRow,SendInit,AiCall,AiProvider.
